このリソースの使い方

  Welcoming Communities Database（WCD）は、地方の村、町、市における関係者が、歓迎コミュニティの取り組みに関して経験と知見を持つ他の自治体の関係者とつながることを目的としたリソースです。Welcoming Communitiesアプローチの実現には、さまざまな立場の関係者からの協力が欠かせません。 

政策の面では、地方自治体の議員や職員がプログラムを設計し、必要な資源を配分します。定住支援の実務者は、新しい住民が短期的・中期的なニーズを満たすための制度やサービスにアクセスできるよう努めます。雇用主は、安全で受け入れられたと感じられる職場環境を提供する責任があります。さらに、警察官や医療従事者は、地域の安全や医療へのアクセスを保証する重要な役割を果たしています。そして、地域のボランティアは、新住民の語学力向上を支援し、新しい生活環境に溶け込めるよう手助けをします。 

これらの取り組みが一体となることで、新住民の長期的な定着が実現されます。これは、人口の安定化と持続可能な地域経済の成長にとって極めて重要です。 

WCDの基本的な考え方はシンプルです。地方自治体が真に歓迎するコミュニティをつくるためには、単なる報告書や計画書だけでは不十分であり、実際に成果を上げている地域の関係者による助言と経験の共有が必要です。WCDは、ビデオインタビューを通じて、そうした実践者との「顔の見える」対話を提供します。それにより、何をすべきか、どうすべきか、うまくいく方法やその理由、そしてうまくいかない要因までも学ぶことができます。飛行機に乗ることなく、地方の関係者はさまざまな地域を「訪れ」、自分の分野の経験者と「対話」することができるのです。 

WCDは、さまざまな方法で活用できるよう設計されています。研究者は、インタビューの内容や要約レポートを包括的に活用し、各地の自治体でどのようにWelcoming Communitiesアプローチが構築・実施されているかを深く理解することができます。一方、地域の関係者は、自分の分野に近い他の自治体の取り組みを動画で学び、実践的な知識やノウハウを得ることができます。 

さらに、インタビューはテーマや質問ごとにクリップとして分けられているため、特定の課題に関する回答や助言をすぐに見つけることが可能です。このようにして、WCDは、Welcoming Communitiesアプローチの計画・実施の両面において、地域関係者を力強く支援するために作られています。 

 

How to Use this Resource 

The Welcoming Communities Database (WCD) is intended to provide stakeholders in rural villages, towns, and cities with access to counterparts in municipalities with experience and expertise implementing welcoming community strategies. A Welcoming Communities approach requires input from a variety of stakeholders. At the policy level, local lawmakers design programs and allocate resources. Settlement service workers work to ensure that new arrivals have access to programs and services to meet short and medium-term needs. Employers are responsible for providing safe and accepting workspaces. Law enforcement officers and healthcare workers play crucial roles in guaranteeing community safety and access to healthcare. Finally, community volunteers help newcomers gain language proficiency and feel welcome in their new home. These combined efforts are essential to achieving high long-term newcomer retention, a key to stabilizing populations and creating sustainable economic growth.   

The concept behind the WCD is straightforward. For rural municipalities to create welcoming communities, they require more than reports and action plans; they need the advice and experience of counterparts in communities that have successfully implemented a Welcoming Communities approach. Through video interviews, the WCD provides face-to-face interactions with stakeholders who can help them understand what to do and how to do it; what works, what doesn’t, and why. Without stepping on an airplane, stakeholders in rural communities can “travel” to various towns and “talk” to experienced workers in their field. 

The WCD is designed to be used in multiple ways. Researchers can holistically use interview information and summary reports to better understand how welcoming community strategies are being developed and implemented in various municipalities. Conversely, community stakeholders can watch videos of their counterparts in other municipalities to learn from experienced individuals in their fields. Furthermore, as interviews are divided into clips according to themes or questions, answers and advice addressing specific concerns can be quickly accessed. In this way, the WCD is intended to aid community stakeholders in both planning and implementing a Welcoming Communities approach.
